New details: Wanted man captured after chase in Yarmouth
YARMOUTH - On Monday at 2:27 p.m., Robert M. Silva, a convicted felon wanted on 7 warrants from the Waltham and Barnstable District Courts, was spotted by Deputy Police Chief Steven G. Xiarhos getting in to a white mini-van on South Shore Drive in South Yarmouth. Silva drove off in the van and was followed by Deputy Chief Xiarhos westbound on South Shore Drive.
On nearby McKenzie Road, Xiarhos activated his cruiser blue lights and siren but Silva refused to stop and drove away at a moderate rate of speed westbound on South Shore Drive. Xiarhos radioed the Yarmouth Police Dispatch Center for assistance as the suspect drove through the quiet neighborhoods streets. Yarmouth Police Dispatchers Paul Leidenfrost and Stephen Peterson coordinated the police response and Xiarhos was subsequently assisted by fellow Yarmouth Police Patrol Officers Melissa Alden, Michael Wells, Mark Noone, and Patrol Sergeant Francis Hennessey as well as Yarmouth Department of Natural Resources Police Officer Edward Tierney. Pedestrian and motor vehicle traffic volume was very light and Silva continued to refuse to stop and drove off north on Run Pond Road, east on Willow Street, north on River Street, and Pleasant Street and east over the Bass River Bridge in to Dennis.
Silva was eventually captured 4.5 miles later as he traveled down a dead end gravel driveway on Fisk Street in West Dennis and could drive no further. Yarmouth Police Patrol Officers Alden and Wells ordered him out of the white 1997 Chrysler mini-van, which was stolen from the garage of an unoccupied home on Shore Side Drive, and took him in to custody after he refused to comply with verbal commands and the Officers were able to overcome his resistance.
With the assistance of members of the Dennis Police Department the stolen vehicle was secured and the suspect was transported to Yarmouth Police Headquarters where he being held without bail on the original 7 outstanding warrants as well as a slew of new motor vehicle charges and new charges of burglary and larceny of a motor vehicle and will be arraigned in the Barnstable district Court on Tuesday.

Burn death under investigation

EAST DENNIS – Around 1:30 p.m. Monday the Dennis Police and Fire departments were called to a home on Airline Road for the report of a person seriously burned. Within a matter of moments it became clear through radio traffic that the victim was deceased. Dennis public safety officials requested the assistance of investigators from the Massachusetts Fire Marshal’s office and the Massachusetts State Police. The backyard of the dwelling was cordoned off with police tape (see photo above) and tarpaulins were hung to screen the area from view. Foul play is not suspected. A statement late Monday afternoon from the Fire Marshal's office said the incident occurred in the backyard and a lawnmower appears involved at this time. Additional information will come form the Cape and Islands District Attorney's Office. CWN will have more information as it becomes available.

Significant Arrests
Andrew D. Harwich, 27, of West Yarmouth was arrested for Felony intimidation of a witness, keeping a disorderly house, and possession of a Class B substance on Friday September 21st at 3:50 a.m. after allegedly hosting a large party and creating a major neighborhood disturbance at his rental home in West Yarmouth.
Robert P. Parris, 30, West Yarmouth was arrested on an outstanding warrant for Felony breaking and enterint into a residence on Friday September 21st at 8:50 p.m.. Parris has 25 prior charges on his record in Massachusetts.
Dennis J. Delpha, 54, of South Yarmouth was arrested for Felony assault and battery with a dangerous weapon and assault and battery on Saturday September 22nd at 1:30 p.m. after allegedly attacking and then driving his vehicle over a woman at Swan Pond Village in South Yarmouth. Delpha has 38 prior charges on his record in Massachusetts.
Jennifer R. Gould, 37, of West Yarmouth was arrested by the Barnstable-Yarmouth Street Crimes Unit for Possession of Class B drugs, and larceny on Saturday September 22nd at 6:50 p.m. while acting allegedly acting suspicious in the parking lot of the Yankee Village Motel.
Damian Pareseau, 32, of Yarmouthport was arrested for Disorderly conduct and resisting arrest on Saturday September 22nd at 10:16 p.m. during a major disturbance and loud unruly party at 8 Setucket Road in Yarmouthport.All suspects were scheduled for arraignment Monday in the Barnstable District Court.
CAPTURED PERSON
Robert M. Silva, 50, was wanted by the Yarmouth Police Department for Felony breaking and entering and felony destuction of property after allegedly being found inside an unoccupied home on Shoreside Drive in South Yarmouth and fleeing the scene in South Yarmouth on Saturday September 22nd at 12:30 p.m. Silva has 28 prior charges on his record in Massachusetts and has 7 outstanding warrants for his arrest from the Barnstable and Waltham District Courts. Update: Mr. Silva was taken into custody Monday afternoon. Deputy Chief Steven Xiarhos was showing a TV news crew the scene when he spotted a suspicious vehicle. As he approached, the vehicle sped off leading police on a chase from Yarmouth into Dennis ending on Fisk Street where Silva was taken into custody. Sandwich PD/FD holding open house
SANDWICH - The Town of Sandwich is proposing a new 56,000 square foot joint public safety facility to be located on municipal land at the corner of Quaker Meetinghouse Road and Cotuit Road, as well as a new 8,500 square foot fire and rescue sub-station to be located near the junction of Route 6A and Quaker Meetinghouse Road. The new facility would house the Police, Fire and EMS services. These new facilities will improve the service delivery of both the Police and Fire Departments through better coordination and operations from a centralized facility which will help improve response times.
On September 27th between 7:00 p.m. and 9:00 p.m., and on October 20th between 10:00 a.m. and 12:00 noon, the Sandwich Police Department and the Sandwich Fire Department will offer an open house for the community.
The open house is intended to provide the community with a better understanding of the current Fire Department Headquarters which was built in 1955 for a call department and the Police Department which was built in 1971 for 9 employees.
“We look forward to educating the public about the deficiencies in our current facilities and our proposed solutions that will improve the delivery of public safety services in Town,” said Chief of Police Peter Wack.
