
CAPE COD - For the second weekend in a row, a major winter storm is affecting the area.
11:00 p.m. update: Just flurries remain. Only isolated power outages remain.
7:00 p.m. update: Peak wind gust of 56 MPH in Provincetown. 343 customers without power, over 200 in Falmouth, 35 in Truro where a primary power line came down on Castle Road.
4:00 p.m. update: Snow starting to taper off. Winds still howling-bitter windchills overnight. A pickup rolled on its roof on Freeman's Way in Brewster. The driver was taken to Cape Cod Hospital for evaluation. Only isolated power outages reported.
2:00 p.m. update: Snow accumulations ranging from 3-6 inches across the Cape. The dry, finer snow has reduced the amounts somewhat but blowing and drifting is occurring. The dryer snow is also sparing the power grid any major trouble. NSTAR's map does show nearly 200 customers out in Provincetown. Police report only a handful of minor crashes across the Cape.

5:00 a.m. update: Roads getting slippery with a rollover crash reported in Dennis. Peak wind gust of 43 MPH in Provincetown. No significant power outages reported at this hour. Dennis Police have announced a snow emergency parking ban through midnight Sunday. The photo above by CWN's Frank Paparo shows Route 28 in Centerville around 7:30 a.m. Sunday.
Dennis Police investigate stabbing
WEST DENNIS - On Saturday at approximately 12:42 a.m., Dennis Police received a 911 call reporting a passenger in a vehicle had been stabbed. The vehicle was located on Route 28 in West Dennis and officers found the 17-year-old victim had been stabbed in the hand and leg. He was transported to Cape Cod Hospital and treated for his injuries, which were not considered life threatening.
Officers were able to determine that the incident had taken place outside a party, which was being held at 266 Main Street in South Dennis. The incident is still under investigation and anyone with any information pertaining to the stabbing is asked to contact Detective Patrick McCaffrey at 774-352-1519 and or Officer Daniel Flynn at 774-352-1535.

Bank robbery suspect arrested in Dennis
DENNIS - On Saturday at 10:45 p.m., Dennis Police arrested 31-year-old James P. Kelley of Dennisport for the robbery of the Citizens Bank in South Dennis, which occurred on February 13th. Kelley was arrested during a traffic stop after being observed by officers patrolling the area.
The robbery suspect was identified as Mr. Kelley after an investigation conducted by Dennis Police detectives, assisted by Yarmouth Police, the Barnstable County Sheriff’s Office Bureau of Criminal Investigation, and Special Agent Geoffrey Kelley of the Federal Bureau of Investigation.
Mr. Kelley was taken to the Dennis Police Department where he was booked and is currently being held on $10,000 cash bail at the Barnstable County House of Correction.

Pair arrested in Mills on drug chages, one in PJs
Addition of Mashpee PD to SCU already providing results
MARSTONS MILLS - On Friday, members of the Barnstable Police Street Crime Unit (SCU) were working in Marstons Mills and Cotuit. SCU members Barnstable Officer Peter Ginnetty and Mashpee Officer Michael Assad were conducting surveillance on a white Dodge pickup. The vehicle operator was known to the SCU. He is suspected of being involved in the “street level” distribution of heroin in and around Marstons Mills, Cotuit and Mashpee. They followed the vehicle onto Calvin Hamblin Road in Marstons Mills. The vehicle was traveling through the neighborhood at a slow rate of speed. Ginnetty and Assad were operating an unmarked SCU vehicle. They observed a white male standing in the roadway. He was dressed in pajama pants and a coat. It was obvious he was waiting to meet someone.The SCU has spent a great deal of time conducting surveillance for “open air” narcotics transaction in public parking lots and shopping plaza parking lots. This has resulted in several significant narcotics arrests. Recently the SCU has focused their attention on low-traffic residential areas. These locations seem to be a growing popular meet location for narcotics transactions, the SCU reports.
The white Dodge was observed idling in the roadway with its headlights off. A short while later it turned around and started to travel back up Calvin Hamblin Road. Ginnetty and Assad maintained surveillance on the white dodge and the pajama-clad male. He was later identified as Nikolas A Rescigno, 19, of Marstons Mills (left). The vehicle stopped in the roadway and Rescigno approached the vehicle. Ginnetty and Assad witnessed what they believed to be a narcotics transaction. The vehicle and Rescigno were stopped. The vehicle’s passenger was also known to the SCU. He was identified as Cameron D. Byers, 23, of Hyannis (right). Byers was arrested in Yarmouth by the SCU on October 18th, 2012 and charged with possession of class A/heroin with intent to distribute. That case is still pending in Barnstable District Court. A search of Rescigno resulted in the recovery of a small bag of heroin. Rescigno was placed under arrest and charged with possession of heroin. A follow-up investigation was conducted which resulted in the recovery of $40.00 from inside the cab of the truck. This was the money Rescigno paid Byers for the heroin. Based on the above set of circumstances, Assad’s narcotics detection K-9 partner Lola was deployed. A check of the vehicle’s interior, vehicle driver, and Rescigno by Lola provided negative results for additional heroin and/or narcotics. However, Lola did indicate that Byers was in possession of narcotics. A search of his exterior clothing for narcotics proved negative. Ginnetty and Assad suspected Byers was concealing the heroin under his clothing in the area of his buttocks. Byers was placed under arrest for distribution of class A/heroin. Both were transported to the Barnstable Police Station. At the police station Byers was presented with information regarding Lola’s success rate with locating narcotics. After being advised of his rights per Miranda, Byers complied with Ginnetty and Assad’s request to produce the heroin. He retrieved a plastic bag from inside his underwear in the area of his buttocks. The plastic bag contained approximately 4 grams of heroin. The heroin had a “street value” of $400. Byers was subsequently charged with possession with intent to distribute class A/heroin. Byers was released on a $500.00 cash bail. Both Rescigno and Byers will be arraigned in Barnstable District Court on Tuesday.
This case illustrates the immediate positive impact on the community that the Mashpee Police Department and Mashpee Officer Michael Assad have had working for the SCU.

Truro Police to play basketball for kids charity
TRURO - A charity basketball game between Truro Police and teachers, parents and students has been planned to raise funds for the 5th and 6th grade class trips to Boston and Washington, DC. The game will be held March 1st from 5:30 to 7:30 p.m. at the Truro Central School gym. In addition there will be a dance-off as well as food, beverages and a raffle.
