Harwich man arrested for failing to register as level 3 sex offender
HARWICH
- On Friday at 7:15 a.m., Sgt. Kevin Considine and Officer James Connery arrested Jeffrey S. Foley, a level 3 sex offender, for failure to register as a sex offender living in the Town of Harwich Port.  The Harwich Police were alerted by a concerned resident that Foley was living on Glendoon Road in Harwich.  During an investigation, it was determined that Foley, who was a registered “homeless” sex offender in the Town of Barnstable had been residing in Harwich, and failed to notify law enforcement authorities of his address in Harwich as required by law.

Foley, 35, was convicted of 2 counts of Indecent Assault and Battery on a Child Under 14 years of age in 1995 as well as 2 counts of Rape and Abuse of a Child in 1995.

Often times, homeless sex offenders will register as homeless, but will actually reside in a home in a different town other than where the offender had registered as “homeless”.  Given this conduct, these offenders pose a particularly high risk to the community given their alleged attempts to evade disclosing their actual location.  In many cases, homeless sex offenders indicate that they are homeless but in fact live at other addresses.

The Harwich Police Department continues to be proactive to keep track of sex offenders in the community and prosecute those who violate the sex offender law.

Foley was transported to Orleans District court for arraignment.
